Vote: Adjust A & S-A Ball to A+ and A Ball in OOTP 17

We now have the opportunity to implement Advanced A vs. A or low A ball. This vote is to decide if we want to change from our current structure of A ball and short season A ball to Advanced A and A. This move will give more developing players the chance to play more games because A leagues will begin in April, whereas short season A begins in June. At the same time, there will still be appropriate levels of difficulty between Rookie, A, and Advanced A.
