We previously voted on expansion of four teams, which won the majority, but didn't have enough traction to pass. I am now proposing a two team expansion at the end of the 2006 season. I will forfeit New Orleans, and will have a small application process for the other expansion team (preferably run by a current UBA GM as I believe they'll have a better understanding of our league's landscape). Scheduling will be different - an odd number of teams in each league (13) will force constant interleague play (note: not more, just constant). The expansion draft will allow each team to protect 20 players with all players with less than 3 years of professional service automatically protected. EACH TEAM CAN ONLY LOSE 3 PLAYERS MAX. No changes will be made to the playoff structure (no second wild card team, etc). Vote will require 2/3 to pass.
